libndofdev-0.4 and move to GitHub

A new release of libndofdev is out. The only new functionality is the support for the 3Dconnexion SpaceBall 5000 device that is widely available on eBay and increased number of buttons (SpaceBall has 12 buttons!). I have moved the repository for this library to GitHub for easier maintenance: https://github.com/janoc/libndofdev

I have released version libndofdev-0.3 after two years. It seems that the kernel developers have changed the Linux input driver and the SpaceNavigator sends the more logical EV_ABS instead of EV_REL events in recent kernels (confirmed in 2.6.35).
